Professor Pebble, a penguin scientist, lived by the cold, blue ocean. He wanted to study the deep sea. He needed a special boat to go down. But his research money was very small.

The committee said, "Show us proof of your work." Professor Pebble had no photos or numbers. He only had ideas and dreams. They did not give him more money. He felt sad and angry.
